Emergency Operations Center

ISU EOC During large pre-planned incidents and emergencies, the University will activate its Emergency Operations Center (EOC) and convene the Incident Management Team (IMT). The EOC is activated by the University Emergency Manager and the IMT is staffed by senior public safety officials, senior University leaders and support staff.  Experience has consistently reveled that incident coordination and strategic decision making are significantly enhanced when:

(1) key leaders are convened and
(2) reliable reports are delivered in a timely manner and
(3) the EOC has the capability to reliably communicate with the Incident Site and the University community. 

ISU's EOC is specifically designed with these themes in mind, along with the resiliency to delivery communications to the University community in a timely manner.  While the EOC's primary mission is to support the University's Incident Management Team, the EOC is also used to:

  • Serve as a fixed command post where senior public safety officials can coordinate planned events
  • Host seminars, webinars, tabletop exercises and related drills
  • Support video conferencing needs

The EOC is outfitted with various enabling capabilities, including:

  • Conference tables supporting 16 personnel (20 if not using the video displays)
  • Multiple video displays with inputs including: TV signals, fixed computers and laptop computers, video conferencing
  • Adjoining tactical radio dispatch room with two operator positions
    • Interoperable base radios operating on VHF, UHF, Starcom21 and ISU's MotoTrbo system
  • GIS mapping workstation
  • Social Media workstation
